Rajasthan Royals (RR) manager Romi Bhinder has been fined INR 1 lakh for breaching IPL protocols after being seen using a mobile phone during Match 16 of IPL 2026 against Royal Challengers Bengaluru (RCB) on April 10 in Guwahati.
The incident gained attention when Bhinder was spotted on his phone in the dugout, while 15-year-old Vaibhav Sooryavanshi was also seen looking at the screen during the run chase. The visuals quickly circulated online, leading to speculation around possible misconduct.
Bhinder Cleared by ACSU but Penalised
It emerged later that Bhinder had been in contact with his doctor after being hospitalised prior to the season and had written to the BCCI seeking permission. Despite this, he was issued a show-cause notice following the incident.
An official update confirmed that the BCCI’s Anti-Corruption and Security Unit (ACSU) cleared him of any serious wrongdoing. “Rajasthan Royals’ manager Romi Bhinder has been cleared by the ACSU,” the report stated. “A letter was sent to RR informing them of the decision,” it added.
However, disciplinary action was still taken. According to reports, Bhinder was fined INR 1 lakh and issued a warning by BCCI secretary Devajit Saikia. “Manager Romi Bhinder has been fined Rs 1 lakh and been given a warning, as this is his first offence, after breaching IPL protocols,” it was revealed.
Saikia also commented on the explanation provided, stating, “He (Romi Bhinder) gave us some explanation, but we were not satisfied with it.” He was further “warned to exercise greater care in the future and to adhere strictly to the established guidelines”.
No Action Taken Against Sooryavanshi
Young batter Vaibhav Sooryavanshi also drew attention for glancing at the phone during the match. However, the BCCI has neither penalised nor officially cleared him in connection with the incident. No action will be taken against the 15-year-old. “‘He is a kid, franchise can explain rules better,” the report stated.
IPL Rules on Electronic Devices
The IPL enforces strict regulations regarding the use of electronic devices during matches under the “Minimum Standards for Players and Match Officials Areas” (PMOA). While team managers may use mobile phones inside the dressing room, their use in the dugout is not permitted, and players are not allowed access to such devices during live matches.
